How to Find Affordable Health Insurance in the State of Iowa
The Iowa Department of Human Services is responsible for managing the state's programs on health insurance assistance for low-income families.
Medicaid, specifically for low-income people not on Medicare, including over 65, blind, disabled, and children under 21. Medicaid pays for medical and health care costs and is funded by both state and federal governments.
Health insurance for children is offered through Healthy and Well Kids in Iowa (Hawk-I) program. It is for children under 19 who have no health insurance. Two Income guidelines apply. The first enables children to obtain medical coverage for free. The second income guideline offers health insurance for as low as $10-$20 per child a month, with no family paying more than $40 per month. This program has full coverage for children, including dental, vision and mental health services.
The Health Insurance Premium Payment (HIPP) Program is for citizens who are on Medicaid. It is offered at no cost to the insured and benefits people by reimbursing the cost of Medicaid premiums. It also may cover medical services that Medicaid does not cover. HIPP also helps people with AIDS/HIV who do not qualify for Medicaid and whose incomes do not exceed 300% of the Federal Poverty Level to pay for their health insurance premiums when they cannot work due to their illness. People who are not eligible for Medicaid can apply for health insurance assistance through IowaCare. Services are offered on a limited basis; however, it provides insurance options for people 19 through 64 with incomes limited to 200% of the Federal Poverty Level to those who might not otherwise be able to get insurance.
Iowa also has Medicaid For Employed People With Disabilities (MEPD) program that ensures that people have access to medical insurance, and Medicaid for Kids with Special Needs program.
